You can also get this message if your init.ora parameters are "bad". Even
on 7.2 I'd question a shared pool of only 1 Meg. It looks like you got the
message before you issued the database creation command? Perhaps you could
go into server manager and do a startup nomount before you try to make a
database to see what Oracle thinks about your init.ora parameters.
