After starting the standby database you shout issue the "recover standby database" and then "auto", Once all the archive logs have been recovered then you need to issue the "recover managed standby database" command. Could you check on your system and see if you can do a "ls '/opt/oracle/admin/ANDRO8i/arch/ANDRO8i0000000007.arc'"! What OS are you using?
