I appreciate your response and, yes, I think you are 100% correct. I searched high and low on the Windows system I built, and there is no listener.ora file, to my great surprise. We built a second Windows system, and it has a listener.ora file that gets updated every time we add a new db on it, with us taking no particular action.

The install on this host went very badly, for no obvious reason. I installed Windows 2000 on a brand new disk, then installed Oracle 9i. There were numerous "obscure complaint message" boxes during the install such as, very roughly said "Java exception in package xxx, Continue or Abort?" Not having even the slightest clue as to what the complaints related to, I decided to allow it to proceed.

I've made a disk image of this system, and plan to start again from square zero, installing the OS and DB again, noting any errors in detail. For the life of me, I have no clue as to why the listener.ora file would or would not get created/updated at DB create time.
