If you are on the database server, 12560 could be as well the symptom of ORACLE_SID not being present in the registry (in hklm\software\oracle) or not being present as environment variable, or set incorrectly. Usually, with Oracle_SID set, you don't need net8 at all.

As far as I am concerned, there is no difference at all in configuring net8 for Unix or NT/Win2k.
As you have two different versions installed on the system, you also may want to look into potential problems with PATH environment variable. You didn't hopefully installed those 2 products in one Oracle Home and/or have two instances with the same SID? Both situations will definitely create havoc.
If these pointers are insufficient, please respond to these questions and/or post your full net8 config (three files)
