Urgent: Oracle slow, But plenty of resource on the unix server

Operating System and Version: Sun Solaris 2.6

We are running webservers talking to weblogic app server, and weblogic talks to Oracle.

Normally there are 260 connections to Oracle (8.1.5 EE). They are all similar small queries from weblogic.

When the number of connections increase to ~400, Oracle seems to be VERY slow. But there is still plenty of resource on the unix server (30% idle on a 10 CPU 4G memory Solairs). No runaway Oracle processes found.

Your ideas and suggestions are highly appreciated.
