I have not installed 9i as yet. But you should only set ORA_NLS33 before creating a database if you are using a character set other than US7ASCII. It sounds as ORA_NLS33 was inadvertrntly set to some illegal value before your database was created. Perhaps you can quey your environment to see if it is set. Or recrreate database making sure it is not set.
