Just use the version of exp and imp that is on the lower version. That will work. You are right going from a higher version to a lower version may not work. However using the exp and imp tools from 8.1.6 to create the dmp file while attaching to an 8.1.7 database works. The resulting file can be imported into 8.1.6. It is easier than your current plan.
