installation developer 6 - win 2000

I have the following problem with developer 6 under win 2000 and windows xp

first i've installed designer 6i, after that developer 6i and after that the oracle 8i enterprise.

But i constantly get some problem with developer server service with is running on port, 9000 (something in the 9000 range).

Windows gives a i/o conflict with this service.

Does someone know what i'm doing wrong?
