No.
The format of the rowid changed with 8.0 in 1998, and Forms 3 doesn't support the new format.

You can't expect Oracle to offer extended support in 2001 for a product which was desupported somewhere in 1993 or 1994. You don't expect the vendor will repair your 10 year old vacuum cleaner, do you?
