One feature of Resource Manager I have heard about (but not tested) is the fact that you should now install Oracle with the o/s privilege level that allows it schedule itself, rather than being scheduled by the operating system. (On HPUX this is requires the RTPRIO, RTSCHED and one other privilege).

Apparently if Resource Manager is handling the scheduling, then Oracle will not suspend a process that is holding a latch. In theory this should make time lost due to latch contention a thing of the past (no more sleeps).
