It is similar to DNS but used for resolving oracle database service names to a Net8 address. Net8 clients are configured for which name resolution methods they will use in the sqlnet.ora file. The most common is probably TNSNAMES which is the net8 equivelent of a HOSTS file. It uses a text file to resolve service names to addresses. ONAMES or Oracle Names uses a Names server to perform exactly the same function.
A good place to start reading would probably be the Net8 Administrators Guide.
