SQLDMO: Any thing like it for Oracle?

Hello:
Please tell me if there is something like SQLDMO for the Oracle world that will let me create databases on a server, (or in Oracle world I guess it's schemas on an intance) or to accomplish what the Oracle "export" and "import" commands do?
