Can't Start Management Server

I'm trying to start the Oracle Management Server (8.1.6) on an NT 4 (SP6) box and I'm running into a problem.

I'm getting an Error 0203: The system could not find the environment option that was entered.

I checked my environment and made sure that ORACLE_BASE, ORACLE_HOME, and ORACLE_SID where set in the environment settings ... am I missing some others? What other environment options could this be referring to?

I really need to get this going ASAP so if you could please respond to my e-mail directly it would help.
