For a start I'd check that version number out - 8.1.3 was beta and is miles
out of date anyway.
To create a database requires the use of the CREATE DATABASE command. Look it up in the doc on OTN (get an account there if you don't already have one - it's free and as a newbie, you'll want access to the doc if nothing else). The tool to do this is either SQL*Plus (if you like the command line) or the Database Configuration Assistant if you want to use a GUI.
