For what it is worth, there are several known issues with 16bit ODBC and Oracle 8.1.x. Basically, Oracle does not support 16bit anything anymore and won't deal (from our contacts) with 16bit ODBC issues. We have a program that works fine for 7.3 in 16bit mode, but as we are upgrading that app to 8.1.6 we have hit the ODBC wall. We are rewriting an app to get around this problem.

Depending on whose ODBC drivers you are using, if you are looking at Oracles' 16bit drivers, you may not have an answer.
