Your init.ora parameters are correct.
As you are trying to connect to a different server, what is the value of sqlnet.ora's parameter sqlnet.authentication_services?

Could you also check v$password_file_users (never remember where the _ are)
to check whether the grant actually succeeded. I would consider your measure however as one of the safest ways to *unsecure* your database, so you might want to reconsider.
