You do not need a temporary tablespace to have an instance. A temporary tablespace
provides the area to perform sorts, but is not a requirement. An instance will start just fine
without one. All you require is the system tablespace, some redo logs and the associated oracle background
processes to have an instance. Granted it is not much fun without anything else, but
strictly speaking that is all that is required.
