hehehe! Nothing like Peoplesoft to stretch the optimizer of *any* database...

Seriously:

Run an analyze_schema with the DELETE option before you run the other one. And run them both, in both databases. Also, make sure the init.ora is similar between the two instances. There are some parameters there that greatly affect how the optimizer works with large statements. Such as the ones used all over the place in PS applications.
