From experience (I wear many hats),
It's not necessary to have a DBA in order to maintain Oracle Databases - Anyone with a reasonably good technical background who can grasp RDBMS concepts and assimilate technical details on the fly can perform the "run-of-the-mill" DBA tasks (In fact, I believe that the GOOD database programmers should know more intricacies of the database than a DBA).
The main advantage of having a dedicated DBA would be that there would be definite accountability and other resources are not stressed out... especially during the beginning of a planned major event or any unexpected major event!
