No.
This is not a supported configuration.
Since Oracle 8i represents 3 releases, 8.1.5, 8.1.6 and 8.1.7 - can you be more specific?
I believe that 8.1.7 is supported on Windows 2000 running in Terminal Server mode.
Terminal Server does not support bequeath connections in remote sessions.

Perform the installation (OUI) and any use of svrmgrl, lsnrctl, namesctl, cmctl utilities from the server console.

The exact documents describing what configurations are supported are up on Metalink.
