Does the console user have membership in a local or domain group called "ORA_DBA" or "ORA_%ORACLE_SID%_DBA"? where %ORACLE_SID% is the ORACLE_SID of interest?

As another poster indicated, the use of NTS in the sqlnet.ora for sqlnet.authentication_services will look to the current authentication source to determine if the console user has membership in these groups.
