Oh yes it can. Steve Adams argues on his site moreover that the Oracle Block size on NT should be large for performance reasons.

Nit picky. Of course the NT Block size is the 512 bytes or whatever that you pick your NTFS allocation unit size to be. The 2,4,8 or 16k is the Oracle Block size.
