8i databases when configured with a service_name in init.ora register themselves with the listener.
You are referring to v7/v8 behavior.
If you don't need any v7/v8 clients (like OEM still is), you should discontinue to setup your listener.ora with a sid_list_listener block. New sqlnet features are going to be dependent on service_name settings.
