ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect descriptor

Hi,

I have verified tnsnames.ora,....

XXX =
  (DESCRIPTION =
(ADDRESS_LIST =

      (ADDRESS = (PROTOCOL = TCP)(HOST = 123)(PORT = 1521))     )
(CONNECT_DATA =

      (SERVICE_NAME = XXX)
    )
  )

I am able to TNSPING to 123
I am able to create the database link but when I try to connect with "select * from user.tbl_at_XXX" I get the above error.
