I assume that your platform is Windows NT, because this is no issue in UNIX. What you have to do is to run instance manager (oradim73 without arguments if run from the command line or double click the icon for instance manager under the "Oracle" group) this brings you to Instance Manager main window; being there you just have to enter the old password and enter and confirm the new password. To confirm that the new password has been set, check the file strt<sid>.cmd under %ORACLE_HOME%\database. Hope this solve your problem.
