The Oracle Server Administrators Manual used to have an NLS appendix. As Oracle docs now have a master index it shouldn't be too difficult to find NLS_CHARSET or 'national characterset' in it. You probably will want to read up on using UTF8, a double byte characterset, which encompasses all Asian charactersets, and it's consequences.
