ORA 20535 TNS Listener Problem

I have installed different clients woth ORACLE 8i But since 1 week i get this problem

The Installation and test is no problem
but when myapplication wants to connect to the database i got the above named error
and a timeout message

my older cleints have no problems the all connect to the database

Any reason or solution or point where i can look ?
