You didn't mention version number, but taking a stab in the dark on this one 8.1.7.1 has a memory leak involving the miscellaneous.

The bug number is 1397603, I don't think you can view the bug itself but if you search for 4031 and 8.1.7 you will return a good number of hits all describing the same problem.

Oracle made available a work around, and a 'one off' patch for it. Had to open a tar to get the patch.

The work around is to set _db_handles_cached = 0 in your init.ora, This stopped our problem with the same error.

When we upgraded to 8.1.7 from 8.0.6 we started getting these prety regularly, after the parameter change the problem went away.
