SQLPLUS to a mounted Oracle instance

I am currently running Oracle 8.1.6.0 on Windows 2000. I'm trying to SQL*Plus to a mounted (not opened) instance on a remote machine in order to apply archive logs. When I attempt to do so I get the error:

   ORA-01033: ORACLE initialization or shutdown in progress

If I try to SQL*Plus as INTERNAL, I get:

   ORA-01031: insufficient privileges

If I SQL*Plus as internal on the local server where the instance is running, I have no problem.

Am I missing something or is this just not possible under our current patch set?
