Does it work without encryption? I know that sounds like a stupid question, but does it work as bare bones. Then add the next part. I have not worked with sqlnet encryption. Nicely push on the support person; that is be firm. Not nasty, just clear that you need this to work and state what the business case is and you are surprised that it seems so difficult. Point out how long you have been on the phone, email etc. I would think it would only take 30 minutes or so to configure; it can't be that hard.
