JRE is library tool(?) for runInstaller.. if you saw oracle 8.1.7 documentation, there is a word- 'JRE 1.1.6 higher'

if JRE's fullpath is '/usr/local/jre1.1.8', you shall set DISPLAY environment config.
ex)
# export DISPLAY=localhost:0.0
or ADD .bash_profile / /etc/profile
