Trouble installing Personal Oracle 8.0.3 on Win-2000

During the install I get "Unable to delete the NT Service for the SQL*Net V2
Listener".  When I press "OK" the installation fails.  I searched
www.google.com for this error and found several Posts, but no resolutions.
