Maybe:

You should be able to reinstall the Oracle software and elect NOT to create a database... Specify the existing Oracle_Home directory ( if that was on a remaining drive, e.g. d:\Orant ) - This should recreate the needed registry entries for most of the installation you had before the crash.. Use oradim -modify ( I think, try oradim -help to be sure) to re-set the Oracle Service (SID) info into the registry

This should ( I repeat, should) let you start up and go...
