8.1.6 is going to be desupported in a few months, 8.1.5 already is. Goto 8.1.7 straight-ahead.
It is an upgrade, the database format doesn't change. Usually installing the software (and if you want to retain the -uncertified- 8.1.5 in a *different* Oracle_home) and running one or two upgrade scripts (one per version) is sufficient. It shouldn't be a big deal anyway.
