There is no definitive answer to this; the answer is based entirely on your organization's requirements. For example, who else is involved in the database, the system, the programming (or supplies the third party package), the security, and so on. As well as organization policies.

That said, on TechNet, you will find the Oracle documentation. The Administrator's Guide has a list of *potential* responsibilities for the various types of 'users', including DBA. The direct link to the Table of Contents of the 8.1.7 Admin Guide is
