From what I can gather from the OTN docs you don't execute it ... Oracle's WebDB does.

But I definitely agree with you ... there seems to be no documentation. The package is created in prvthssq.plb which is located in RDBMS/ADMIN but is wrapped so you'll find nothing of value there either.
