Do you think it's fair to pay 15000 $ + 22% maintenance for a database running on a 700 MHz Celeron, with a computer price of less than 1000 $? I think Oracle is outpriced for the low end market. This is the 'workgroup price'.
The enterprice server cost is 40000 $ per CPU or 320000 $ for a 8 CPU . It's more than twice of what we paid for our Sun E5500.
