He's overloaded. There is only so much you can learn, and computer learning takes experience. He has an intermediate knowledge about everything. For a successful migration to 8i from 7 you need someone who has had time to practice on 8i before the migration because he will have his hands full with all the changes, much less getting everything to work with decent up time.
