Yes, Management server is a standalone server process. I needn't be on the machine of your database. The startup depends on your OS, on NT it is a service, started automatically or manually, whatever you prefer. If you have a running Management Server you can even connect to that server from other machines with Oracle client components installed and run OEM applications there.
