You need to install Connection Manager on the intermediate system. Then you make a change to your TNSNAMES.ora to reflect that the connection is being routed through Connection Manager. In order to install Connection Manager you have to do a Custom install using the Oracle Installer. Connection Manager isn't installed by default even on a server installation.
