Okay, let's face it. Some manager again found time to count the stolen toilet paper.

Just calculate what your worktime costs for compiling a report which disks are spare and collecting these disks with the actual cost of the disks. Further, calculate the cost of a delayed development due to lack of space multiplied by the chance from the past that this may happen. Add the effort to buy new disks (collecting offers, ordering, waiting for delivery, installing, finding bugs, discussing with deliverers, ...). And most likely you don't have the right to sign orders of that magnitude by yourself but you have to wait for some upper boss who may not be available when it is necessary.

Sometimes this has the effect that some boss that decided this task has to justify himself/herself towards his/her upper boss after you told the upper boss. If they won't listen they have to pay. At least *you* proved that they wasted money which may give you a very good situation when discussing your salary next time.
