Workgroup Edition charges by user, and lacks DRDA requestor function (you need to install DB2 Connect on top of it to get to DB2 on the 390 or AS/400).

Enterprise Edition and Extended - EE charge by the number of processors only. The number of users is not a factor in the price. There is no additional charge for the speed of the processor, so customers can move their licenses to faster processors without having to incur additional charges for the software.
