Do I need SQLnet listener started if all access local?

If all the access/user to the Oracle server are local user (logon into the same box of Oracle server), basically all user are doing local connection to the Oracle server.

Do I still need to start listner in order to have the local user get connected? I assume listerner is the central point of connection request for both local/remote user. Am I correct?
