No, this happens with all views where you have create view blabla as select <any varchar2 expression> So I would call it a feature, as it already exists for 12 years minimum. If you are convinced it is a bug, you are free to log a TAR with Oracle.

And why on earth do you import the Oracle datadictionary in Access? The Oracle datadictionary is readable from Access provided you have adequate privileges.
