Looking for db overhaul suggestions

Being in a bit wierd situation, and faced with a not very responsive or helpful vendor, trying to figure out a real headache of a database. :-) I'm looking for some general ideas and help from the groups collective experience of past troubles...

Which steps do you normally go through when trying to familiarize yourself with an unknown database app. - db is also having several "new problems" almost daily? What do you consider useful or nescessary when doing a overhaul? Which are the most common and un-common(!) mistakes to look for (like cursors, extent sizing, temp. ts, or ...)? One end result in our examination process, should be a list of corrections for the vendor.

From what I can tell this far, there are many configuration mistakes or more likely ignorance, default parameter values, undersized sga and so on. A nice "all at once" problem... Bring on some suggestions, please!
