Best thing to do is contact your hardware vendor (eg. Compaq) - assuming you use real hardware, not drug store clones. Each major hardware vendor has some tekkie or technical department who is tasked with answering that type of question. You'll have to supply some answers to basic questions, but you'll be a) confident in the result, b) be able to point fingers (if you get the response in writing) and c) make new friends in the technical space.

If you (your company) don't have a Wintel vendor, call Compaq, IBM and Dell. They'll be all over you to answer your question. Just don't make or imply a committment to purchase - clearly tell the sales guy you want this for a sizing estimate!

In general, use your vendors (even Oracle) instead of fighting with the problem yourself. Yes, the sales guys can be tiresome at times BUT if you play fair with them, they usually play fair with you. In addition, most vendors want to (need to) know something about your project(s) so they can gear up for support and so on. And remember - if the sales guy doesn't sell to anyone, his/her company wont be around later to bail your company out so figure out a way to work with that person. Be honest up front (eg. I can't buy, but I do have to make this recommendation).

That said - Oracle will not (can not??) give out hardware sizing - they punt that to the hardware vendor - but they can give memory and disk ball park figures.

Now, to get you started:
a) memory - a minimum or 256MB (per CPU) and go up from there based on the number or tables/users
b) disk - a minimum of 2 GB (software and starter database, preferrably across at least 2 disks), then (for all tables) count the number of bytes in a typical row of each table, multiple by the number of rows, multiply by 2 (index, overhead, and so on)
c) CPU - a minimum of Pentium 500, go as fast and with as many CPUs as you can reasonably afford, based on users.

And do us all a favor - put the database and Oracle software on a separate server from the application that's beng run. It's almost impossible to properly tune a machine with both application and database - most people who try to put it all on one machine end up spending about 25-40% more $ (due to larger machine size & memory). That way you may also be able to put multiple Oracle databases (for multiple applications) on the 'database' machine, saving you Oracle license $ as well.
