discrete transactions

I currently insert 600 records at a time in PROC using structures. I have
two questions



    
  
  1.   a) Can  I use discrete transactions
  
  2.   Is the only way to do this, start a PL/SQL block

  
  3.   Will using discrete transactions could improve performance.
