I haven't installed 8.1.7 on a PDC.
The user accout that was connected when you installed would have been granted the local group ORA_DBA.
As you cannot have local accounts on a PDC, you might not have local groups either.
Try creating a domain group (global) or ORA_DBA and grant that to the user accout that is accessing the console.

Otherwise - I'd say to re-install W2K as a non-PDC. Why have all of that garbage on the server when you're going to run Oracle on it.
You don't need IIS - use Apache ir you *must* run a webserver on the box.
