Yes. A particular query may or may not use more than 1 cpu. Just adding more cpu's does not neccessarily make a query run faster. It may mean it will handle more queries at the same time. Depending upon the platform you may be able to see different Oracle processes run on different CPU's. There are tools that can observe that.
