I endorse Howards comments.

I would like to add you need to run $ORACLE_HOMED/rdbms/admin/utlbstat using svrmgrl
and 4 or more hours later utlestat the same directory. This will result in a report.txt, which usually identifies the major bottlenecks.
Toad has a nice module for this too, and it's free at www.toadsoft.com Personally I still think the checktuning script by Dave Sisk is useful. (www.ipass.net/~davesisk/oont.htm)
